Project Description

The Bremo Bluff natural gas pipeline project was a joint venture with Columbia Gas of Virginia supplying efficient, clean energy to the Dominion Virginia Power’s Bremo Bluff Power Station in Fluvanna County, Virginia. The project involved the design and construction of a 2.5 mile long 24 inch natural gas pipeline from the Bear Garden power plant to the Bremo Bluff power plant that Dominion Virginia Power was converting from coal to natural gas as its power source. Although this routing was short in nature it did involve the crossing of the James River.

Townes obtained site plan approval by the local municipalities for the Point of Delivery Station (POD), the regulator site and the overall erosion and sediment control plan. The Townes team also completed a wetland delineation and obtained both a Nationwide Permit from the Corps of Engineers for all proposed wetland/stream impacts as well as a permit from the Virginia Marine Resource Commission for the direction bore beneath the subaqueous land of the James River. Although no impacts were required for the crossing of the James River, Townes still coordinated a Threatened and Endangered Species study to assure no impacts would occur to protected species. Townes also conducted a geotechnical subsurface investigation to aid in the completion of the direction drill of the James River as well as aid in the design of a retaining wall structure.

During the construction of the pipeline and facilities the Townes team provided full time erosion control inspections as well as construction monitoring and reporting as required by the Nationwide Permit. Townes coordinated these activities with government agencies, Columbia Gas of Virginia and Dominion Virginia Power to keep the project in compliance with all applicable state and federal permit requirements.
